Detroit Edison calls rate structure unfair.(News)

Byline: Amy Lane The Detroit Edison Co. sees much to like in a recent rate order it received. But it's also looking toward further changes. Of key importance is an upcoming case addressing an Edison rate structure in which commercial and industrial customers subsidize lower electricity rates for residential customers.

The Michigan Public Service Commission in its Nov. 23 order told Edison to file a rate case that would address the subsidies by March 23 and expects to decide the case in time for new rates to take effect by Jan. 1, 2006, when current rate caps for residential customers expire. Edison and parent DTE Energy Co. have argued that such a rate structure isn't compatible with competition between regulated utilities and alternate electricity...
