Kilpatrick's budget: $1.93B, lease of tunnel part of plan Mayor Kwame Kilpatrick has proposed a $1.93 billion general fund budget for the city of Detroit that includes hiring 106 new police officers and spending $11 million to restore the 10 percent city employee pay cuts of last year. His plan, submitted to City Council Thursday, shows a $97 million increase over this year's $1.83 billion budget, with no tax-rate increases.

The revenue to cover the added spending is projected to include a $25 million increase in tax collections, $14 million from switching commercial trash pickups to fee-paid, and added grant money. The plan also includes Detroit leasing its half of the Detroit-Windsor Tunnel to Windsor for 75 years, starting in 2020, in exchange for $75...
