Byline: Rob Fowler During Cover the Uninsured Week, which was last week, I couldn't help but think it's worth noting that historically, small businesses offered health insurance for a variety of reasons: recruitment, retention, reducing absenteeism, competing with the big businesses for labor, because it was the "right thing to do,'' and because the owner wants/needs it.

However, that is changing.
