Industry, states urge caution on mandating new video, multilingual services for TRS. (Telecommunications Relay Service)

Telecommunications Relay Service (TRS) providers, program administrators, and regulators have urged the FCC to proceed with caution in attempting to expand the telecom services that must be provided to heating- and speech-disabled people. But advocates for the disabled have recommended a variety of TRS improvements, including video services that would allow communications assistants (CAs) to interpret sign language.
In a notice of inquiry in Common Career docket 90571 (TR, Jan. 20), the FCC earlier this year asked for suggestions on improving TRS, especially for people who (1) have speech disabilities, (2) can't use text telephones (TTYs) effectively, or (3) aren't native English speakers. The Commission said it was seeking to "fuse" the TRS-related requirements...
