FEMA touts loss mitigation efforts.

Programs focus on flood risks and disaster-prone areas RODD ZOLKOS ORLANDO, Fla. - Because predisaster loss mitigation efforts have proved their worth in reducing the costs of natural disasters, federal disaster officials hope to join with the insurance industry in promoting loss mitigation.
'While we can't control Mother Nature, we can affect human nature,' Michael Armstrong, associate director of the Federal Emergency Management Agency, said during a panel discussion at last month's 103rd annual convention of the National Assn. of Mutual Insurance Cos. in Orlando, Fla. Mr. Armstrong ticked off facts that he suggested build the case for why not only the insurance industry but other businesses should be interested in promoting disaster loss mitigation...
