WASHINGTON-In spite of efforts by federal officials to exempt workers compensation care from proposed medical records privacy rules, some employer and insurer representatives say the rules would still cause problems if adopted as drafted. Other observers, though, say that their reading of the U.S.

Department of Health and Human Services' proposals would adequately exempt workers comp cases from restrictions on access to medical records.
