THE BUREAU OF LABOR Statistics has estimated that independent contractors, temporary-help agency workers and other "alternative workers" make up 10% of the nation's workforce. The ranks of temporary workers, in particular, have more than doubled in the past five years, and nearly 3 million workers are in temporary positions in America on any given day.
A 1995 study by The Conference Board found that 90% of U.S. businesses use temporary help. Temporary workers are used to fill positions while an employee is on leave or until a permanent replacement can be hired, to meet staffing needs during a temporary surge in demand, and to staff specific projects when internal resources are insufficient.
