Consumer advocate blasts NAIC reform efforts.

DALLAS-Employers of all sizes should be concerned about ``the many consumer defects'' contained in a National Assn. of Insurance Commissioners' proposal to reinvent insurance regulation, a leading consumer advocate says. ``The NAIC plan will gut many vital consumer protections offered by state insurance departments,'' charged J.
