WASHINGTON-Uncertainty-a condition that fills insurers and risk managers with dread-will likely cloud their federal legislative agenda for quite some time as a result of a presidential election that was still inconclusive late last week. Tort reform, insurance regulation, even the fate of the Occupational Safety and Health Administration's controversial ergonomics proposal, could hinge on who sits in the White House and Congress.
