A few days after a recent earthquake rattled the Puget Sound area, a waiter offered some friendly advice to Gary A. Baxter. ``Buy insurance,'' advised the waiter, whose limited English-speaking skills led him to believe that Mr. Baxter is a college chemistry professor.
