WASHINGTON-Backers of legislation that would make it easier for trade associations to offer health care plans to their members hope that presidential support for the proposal will lead to its enactment. Identical legislation-known as the ``Small Business Health Fairness Act''-was introduced last week in the Senate by Sen.

Tim Hutchinson, R-Ark., and in the House of Representatives by Rep. Ernie Fletcher, R-Ky. The legislation would create new ``association health plans'' that could operate nationwide after meeting federal solvency and other standards. The legislation, H.R. 1774 in the House and S. 858 in the Senate, would allow trade associations to offer self-funded or fully insured health plans that would be generally exempt from state rules, such as laws...
