LUXEMBOURG-U.K. employers likely will face additional costs following a European Court of Justice ruling that they must provide short-term workers with a paid vacation benefit or its cash equivalent. In its decision last week, the European Court of Justice in Luxembourg ruled that the U.K.

government in 1998 had improperly implemented the European Union's working time directive. That directive guarantees workers the right to four weeks annual paid leave. Under U.K. law, though, workers are not eligible for leave until they have worked for their employer for at least 13 weeks.
