WASHINGTON-The federal government's first guidance on new medical records privacy regulations is drawing a generally positive response from the property/casualty insurance industry. That's in part because the U.S. Department of Health and Human Services has indicated that the rules-which initially were issued during the waning days of the Clinton administration last December-could undergo further change as HHS under the Bush administration examines their possible impact.
Although the rules target health insurers and providers rather than property/casualty insurers, workers compensation underwriters in particular fear that the rules could be used to dam the flow of medical information between insurers and medical care providers treating workers comp...
