WASHINGTON-The federal government's first guidance on new medical records privacy regulations is drawing a generally positive response from the property/casualty insurance industry. That's in part because the U.S. Department of Health and Human Services has indicated that the rules-which initially were issued during the waning days of the Clinton administration last December-could undergo further change as HHS under the Bush administration examines their possible impact.
