SOMETIMES, WHAT'S LEFT UNSAID in a report can be as important as the report's stated findings. We think that's the case with the General Accounting Office's recent report on medical malpractice insurance costs. As we report on Page 1, the report found that losses incurred by insurers on medical malpractice claims appear to be the most important of several factors driving up medical malpractice liability insurance rates.

In keeping with the GAO's usual approach, the report makes no specific policy recommendations beyond suggesting that Congress ask state insurance regulators to identify and gather more information to evaluate the state of the medical malpractice insurance market.
