CLASS ACTION REFORM advocates have every right to feel deep disappointment over the fate of the Class Action Fairness Act. But disappointment should not descend into paralyzing despair-not by a long shot. Absent a national emergency, getting significant and controversial legislation-which is exactly what the Class Action Fairness Act is-through Congress is rarely easy.
