Byline: MARK A. HOFMANN WASHINGTON-Another front in the battle over federal tort reform has opened on Capitol Hill, as the House will begin considering legislation that would impose mandatory sanctions on attorneys who file frivolous lawsuits. The Lawsuit Abuse Reduction Act, H.R. 420-which Rep.
Lamar Smith, R-Texas, introduced Jan. 26-also would require that plaintiffs in civil tort actions could sue only in the jurisdiction in which they live or suffer their injury, or where the defendant maintains its principal place of business. Tort reform advocates claim that such a requirement is needed to reduce so-called "forum shopping.''
