The company has gradually moved all its RFPs and bidding for health plans and other parts of its benefit program online through HighRoads-but it does not actually hold an auction.

"We call it an electronic RFP,'' said Mary Bradley, director of health care planning at Pitney Bowes in Stamford, Conn. "To us, it's a terrific electronic way to gather information.''
