Illinois looks to be an also-ran in the 2000 presidential primaries, but things already are heating up for the state's biggest role in the White House sweepstakes: the pre-primary fund-raising battle that starts early next year. The nationally recognized front-runner status of Texas GOP Gov.
George W. Bush and Vice-president Al Gore rings especially true in the traditionally bellwether state of Illinois, where both appear far ahead of a pack of equally unannounced potential rivals. Gov. Bush's pre-election foray here, where he appeared at a fund-raiser for Gov.-elect George Ryan, was noted by the political cognoscenti for Mr. Bush's apparent bonding with the state's GOP establishment, including several who worked for his father, former President George Bush....
