United HealthCare of Illinois Inc., long struggling to improve its battered reputation in the Chicago health care market, is betting on a young outsider to shore up relations with hospitals and physicians. William P. Whitely, 34 -- a consultant with Andersen Consulting's Chicago office and a relative unknown in health care circles -- was named president and CEO last week.
Although young and inexperienced in running a large organization, Mr. Whitely is considered a strategic thinker and strong communicator, attributes that will help him mend frayed relations with the hospitals and doctors in United's network.
