EDITORIAL: A FISCALLY STRONGER FAA WOULD EASE O'HARE DELAYS.

The Federal Aviation Administration (FAA), which is responsible for overseeing the country's air traffic system, is flying without a clear mission or, for that matter, even a budget. In the next few months, Congress will reauthorize the agency's budget, which has currently lapsed. In doing so, lawmakers also will address important issues of how the FAA can better serve the flying public.

One way to do that is by giving the FAA the financial muscle necessary for improving the nation's airports and air traffic control operations -- accomplishments that would directly help ease traffic burdens at O'Hare International Airport, which has suffered increased delays this year because of air traffic control snafus.
