It sounds so simple. Addressing Congress, President Bush said, ``We must encourage the work of charities and faith-based groups that offer help . . . to fight homelessness, addiction and domestic violence.'' ``Government,'' he added, ``should welcome these groups, not discriminate against them.'' With these compelling words, the new president established the White House Office of Faith-Based and Community Initiatives.
