Boeing Co. is no stranger to building machines once considered out of this world: rockets that launch astronauts into space, spy planes that fly without pilots, satellites and interceptors that track and destroy incoming long-range ballistic missiles. Now, the aerospace company is attempting one of its most ambitious projects ever: building consensus on how to overhaul the nation's strained air traffic control system.

Earlier this summer, Boeing unveiled a 10-year plan to create a new air traffic management system that would accommodate more flights and reduce the number of delays.
