When it was first vetted with civic groups last spring, McKinsey & Co.'s blunt, data-packed analysis of Chicago's technology base and its growth potential seemed a breath of fresh air. But that broad strategic plan is getting stale. Months have rolled by and the Mayor's Council of Technology Advisors, which commissioned the pro bono study, has yet to unveil its first new initiative to promote tech development.

That seeming inertia has some council members grinding their teeth.
