Some usual-and not so usual-suspects are lining up to take a run at Cilcorp now that the Downstate utility is being auctioned by its parent. Virginia-based AES Corp. must divest the Peoria utility, which serves 193,000 electric and 201,000 natural gas customers in its 4,500-square-mile Central Illinois territory.

In March, federal regulators required the sale as a condition for approval of AES' acquisition of Indianapolis utility Ipalco Enterprises Inc. At least two Illinois utilities-like Cilcorp owned by larger, out-of-state concerns-have expressed interest and are likely to bid, sources say: Decatur-based Illinois Power Co., owned by Houston's Dynegy Inc., and AmerenCIPS, the Springfield-based utility owned by Ameren Corp. of St. Louis.
