STRAHLER Confronted by massive cost overruns on a technology project that triggered the resignations of three senior executives, the American Bar Assn. will slash spending this year by 6%-a first step in dealing with projected revenue shortfalls that could top $10 million over the next three years.

As the Chicago-based professional group awaits an interim report this week on how a $12-million upgrade of technology systems became such a fiasco, the tenure of Executive Director Robert A. Stein is under scrutiny. Also being questioned is the performance of consultant Deloitte & Touche LLP.
