CEO Edward Zander as he delves into the electronics giant's disparate businesses before creating a new strategy for the company. He may be surprised by what he finds. By some of the most important criteria investors use to evaluate businesses, Motorola's best business appears to be its oldest and least flashy: the unit that makes two-way radios and other communications equipment for police and fire departments and other government agencies.

Schaumburg-based Motorola's best-known and most glamorous businesses, on the other hand, also are its most troubled: the cellular telephone unit and the division that makes cutting-edge digital gear like cable modems and cable TV...
