Wrangling over wholesale telephone rates is an industry in itself in Illinois. Legions of lawyers, accountants and consultants make their livings arguing over how much competing phone companies should pay to use the network of erstwhile local-service monopolist SBC Communications Inc. Hearings and lawsuits over wholesale prices have filled court and regulatory dockets since the 1990s.
It's time for this to stop. Customers, phone companies, regulators and taxpayers all would be better served if the telecommunications rivals would square off in the market, not the hearing room.
