UNITED MULLING TICKETING CHARGES United Airlines is considering charging passengers a fee for booking tickets over the phone and at airport ticket counters, a spokeswoman said. Last week, AMR Corp.'s American Airlines said it would levy fees of $5 for reservations made through its telephone reservation centers and $10 for tickets purchased at ticket counters.

Northwest Airlines Corp. already imposes similar charges. The new fees generate revenue for the airlines and save them money by encouraging passengers to use carriers' online reservation sites, which cost less to operate.
