Highway bill going nowhere-again.(News)(Brief Article)

Byline: PAUL MERRION WASHINGTON-As a new session of Congress gets under way, the federal highway bill appears headed for the same dead end as last year, leaving several Chicago-area megaprojects in limbo. The state is putting no new federally funded projects in its seven-year construction plan this year, given the bill's uncertain prospects.
"We have to anticipate a lower level of funding,'' says Illinois Transportation Secretary Timothy Martin. On hold are western access to O'Hare International Airport and related projects estimated at almost $2 billion; about $1.5 billion in projects to ease freight railroad congestion; reconstruction of Interstate 55 for $375 million, and continued rebuilding of Wacker Drive at $290 million.
