Civic group raps guv's budget plan An influential Chicago financial watchdog is giving a thumbs down to Gov. Blagojevich's proposed fiscal 2008 budget and $7.6-billion tax on corporate receipts, but says it could back a more modest income tax hike. The Civic Federation terms the gross-receipts tax "seriously flawed'' and says the state can't afford proposed new school and health spending that would grow from $2.6 billion to as much as $9.3 billion in three years.
