Works to keep the ex-governor's son out of the '98 campaign for Senate Sen. Alfonse D'Amato apparently had a big hand in the appointment of Andrew Cuomo as federal housing secretary. Not only did Mr. D'Amato lobby for the appointment, insiders say, he also told President Bill Clinton that Mr.
Cuomo was the only person he could guarantee would get confirmed by the Senate Banking Committee, which he chairs. The senator was said to be eager to ensure that Mr. Cuomo, the son of the former governor, would not run against him in 1998.
