In December, the staff of the Public Service Commission asked the agency to reject the proposed merger of Nynex and Bell Atlantic. A month later, Nynex broke off talks with opponents of the deal, which could have softened efforts to block the merger. Two weeks ago, State Attorney General Dennis Vacco weighed in, urging the PSC to reject the plan as not in the public interest.

Publicly, Nynex insists the merger is on track and will get done by the April deadline set down in its agreement with Bell Atlantic. But increasingly observers see that stance as bravado.
