In an ironic twist, the merger between Nynex and Bell Atlantic now rests with federal regulators, who are concentrating on the issues that really matter: whether the merger will create a telecommunications giant that might stamp out competition, and whether the past practices of the two companies are a warning that they will pursue strategies to hamstring competition.
What makes this so surprising is that for months, officials at the two companies thought that their biggest problem would be with the New York state Public Service Commission. The PSC, angered by Nynex's worst-in-the-nation service record, was regarded as a tough regulator that might actually veto the deal.
