DEBUT OF NEW AREA CODES ON HOLD: NY IN UPHILL BATTLE FOR EASY DIALING.

Nearly two months after the scheduled dawn of the 646 area code for all new telephone numbers in Manhattan, the plan remains on hold. State and federal officials agree the new code is essential. What they have yet to agree on is how much it need complicate New Yorkers' lives. State officials insist that Manhattanites should be able to call within their area code -- either 212 or 646 -- without having to punch in 1 plus the area code first.
Federal regulations mandate the use of 11 digits in places where there are two area codes deployed within the same geographic area. To spare New Yorkers that 4-digit complication, the state Public Service Commission has filed for a waiver from the Federal Communications Commission to hold intra-area code dialing to seven digits....
