EYEING ALBANY: Andrew Cuomo considers a run for NY governor.

LIKE FATHER, LIKE SON Insiders say federal Housing Secretary Andrew Cuomo is definitely setting his sights on seeking the New York governor's mansion. ``He's far from making a decision, but it is on his mind,'' says one friend. A 2002 race could set up a potential grudge match between Gov.

George Pataki, who plans to seek a third term, and Mr. Cuomo, whose father, former Gov. Mario Cuomo, was defeated by Mr. Pataki in 1994. However, the younger Cuomo is close to Vice President Al Gore and will probably be a part of his administration if Mr. Gore is elected president in 2000, possibly as White House chief of staff. That could push back Mr. Cuomo's gubernatorial timetable to 2006, when Mr. Pataki, if re-elected, would be unlikely to seek a fourth term....
