AT&T's new connection;Phone company to offer local service in NY state; Bell may also benefit.(includes numerous brief articles)

AT&T Corp. will begin offering local residential telephone service throughout New York state as part of a package of services. The plan, called AT&T Local One Rate, will provide consumers with local service plus the phone giant's 7-cents-a-minute long-distance plan for $24.90 a month in New York City.

By providing competition in the local market, AT&T may also help bolster Bell Atlantic Corp.'s case at the U.S. Federal Communications Commission, where it has applied to become the first large regional phone company to offer long-distance service. CITIBANK CHIEF Citigroup Inc. named Marge Magner, the head of its consumer finance arm, to take over Citibank in North America and Primerica Financial Services.
