Area air travelers face deep freeze ;Quick fixes sought as winter threatens to compound delays.(Statistical Data Included)

Travelers at New York's airports are facing the prospect of deep-winter gridlock in the coming weeks as freezing weather exacerbates deteriorating conditions at the area's three major facilities. Delays continued to worsen last year. Holdups at Newark International Airport due to traffic-related problems -- including weather and high volume -- increased 28.9% to 25,208 during January through August 1999, up from 19,552 during the same period in 1997, the Federal Aviation Administration reports.

The rise was even sharper at La Guardia Airport, which saw a 64.4% increase in delays to 19,029 during the first eight months of 1999, from 11,572 in 1997. John F. Kennedy International Airport also posted a huge increase in air traffic control delays during that 1999...
