Poor Minorities More Likely to Live Near Superfund, Brownfield Sites.

Residents with incomes below the poverty level tend to live near contaminated sites, exposing them to toxic pollution, according to a recent study. About 870,000 of 1.9 million federally subsidized apartments are built within a mile of factories reporting toxic emissions, researchers for the University of Texas-Dallas and the Dallas Morning News found.

Pollution released included lawful emissions and accidental spills. While the Department of Housing and Urban Development (HUD) funds the apartments, the local governments determine where to put the housing, said Secretary Andrew Cuomo.
