State gives Verizon no quarter as it weighs fines for bad service; Relapse could cost company as much as $59 million; is merger to blame?(Brief Article)

The New York state Public Service Commission is threatening Verizon Communications with $43 million in fines because of a 36% jump in service complaints from residential and business customers last year. Verizon is facing an additional $16 million in penalties because of service problems with DSL and T1 high-speed lines.

The spike in grievances follows several years of improving service on the part of the telecommunications company and doesn't include long-distance service, which is regulated by the Federal Communications Commission. ``We're very concerned about the complaints,'' says Leonard Weiss, a PSC commissioner. ``It's a reversal from the improvements the company was making.''
