NOT YET AN EMPIRE The owner of the first Little Caesars in Manhattan, at 203 E. 26th St., has decided to pull the plug on the pizza shop after only nine months because of lackluster sales. Ronni Alshech, who holds the exclusive local franchise rights for the Detroit-based chain, says he wants to concentrate instead on building business at his second outlet, which he opened Sept.

4 at 90 Maiden Lane, just two blocks away from the now-devastated World Trade Center.
