On the morning of Sept. 11, Fred Streit escaped through the harrowing debris storm around Two World Trade Center covered with dust. His 150 colleagues at the National Development and Research Institutes Inc. were equally fortunate. But NDRI, a nonprofit that conducts research and outreach on substance abuse and AIDS, lost 44,000 square feet of office space, years of painstakingly compiled research and records, and the week's paychecks.
