Four power plants planned for New York state have been deferred or canceled in recent months, knocking out more than one-third of the new electric capacity that officials say is needed over the next few years. The pullback worries state energy experts, who say that despite the recession and the World Trade Center attack, New York needs new power supplies to handle anticipated economic growth.
