Fate of Harlem development positioned in the hiring line; Empowerment Zone, Abyssinian group suffer top departures.(Brief Article)

A major shakeup is taking place at Harlem's top development organizations, just as the neighborhood undergoes its biggest transformation in years. The Upper Manhattan Empowerment Zone and the Abyssinian Development Corp. are in the market for new leaders. Terry Lane is leaving his post as chief executive of the Empowerment Zone at the end of August to pursue other opportunities.

Karen Phillips, president of Abyssinian, stepped down a week ago, and was recently confirmed as a member of the City Planning Commission. The two organizations have been among the leaders in bringing new development to Harlem over the last five years-everything from Bill Clinton's offices to Starbucks.
