WCBS-TV hasn't won a Nielsen sweeps period without the help of the Olympics since 1976. It hasn't won the 6 p.m. news race since 1985. Dennis Swanson wants to change that. The former WNBC general manager has taken on what could be one of the toughest jobs in broadcasting: fixing Channel 2 and Viacom Inc.'s other troubled CBS stations across the country.
