Government Alert: Ruling may boost electric bills in city; PSC's decision on Con Ed may favor Westchester users; getting the lead out.(Briefs)

The public service commission is expected to rule later this month in favor of Westchester County in a move that will cost New York City residents and businesses as much as $100 million a year. Sources say that the PSC has tentatively decided that Westchester County no longer has to shoulder part of Consolidated Edison's stranded costs for power contracts signed before deregulation.
Westchester has tried for three years to disengage itself from the rate structure that requires the county's consumers to pay the same rate as New York City customers, even though energy generation in the city has become relatively more expensive since deregulation began.
