Government Alert: Inns put out by new government rates; Fed agency reduces amount officials may pay for hotels; failure to communicate.(Briefs)

New york city hotels are up in arms about a new rate schedule imposed last week by the U.S. General Services Administration which reduces the amount of money that government officials may spend when they stay in a hotel here. The new rates are effective immediately, because the GSA's fiscal year begins on Oct.

1. The per diems used to vary by borough. For example, for the past 12 months, Manhattan commanded the highest rates, at $208 (not including taxes); Brooklyn got rates of up to $198. The new per diems vary by season, but not by borough. From January to April, the rate is $177; from May to June, it is $200; from July to August, it is $177; from September to December, it is $208.
