Byline: anne michaud With a few words of farewell at a press conference last week, the chairwoman of the visiting International Olympic Committee team handed Mayor Michael Bloomberg his most significant political windfall in many months. Saying that New York City needs a stadium plan approved before the IOC vote in July if it wants a shot at winning the 2012 Olympics, Nawal el-Moutawakel destroyed Albany legislators' rationale for delaying a West Side stadium deal until this summer.
