Mr. Bloomberg, no longer a political novice, is expected to take a tougher stand with Gov.

George Pataki and state legislators, who can make or break many of the city's initiatives. The mayor also plans to invoke his anticipated electoral mandate closer to home by pushing his top aides for action on education, housing and employment.
