Byline: Anne Michaud poised to win re-election on Tuesday in a knockout, Mayor Michael Bloomberg is preparing to take the gloves off in his dealings with other leaders and use his second term to build a legacy. Mr. Bloomberg, no longer a political novice, is expected to take a tougher stand with Gov.
George Pataki and state legislators, who can make or break many of the city's initiatives. The mayor also plans to invoke his anticipated electoral mandate closer to home by pushing his top aides for action on education, housing and employment. Mr. Bloomberg's turnabout will be particularly sharp in his dealings with Albany, insiders say.
