Spitzer takes aim at Albany.(Viewpoint)

Attorney general Eliot Spitzer joined the movement to reform Albany last week and took what could be a major step toward overhauling New York state government. It was likely just the start of a rock-the-boat agenda by the Democrat, who is widely seen as the front-runner in the 2006 contest for governor.

If so, New Yorkers can get ready to watch Assembly Speaker Sheldon Silver squirm. In a major speech, Mr. Spitzer endorsed a litany of changes, including more oversight of the state's many semi-independent public authorities, public financing of elections, tighter restrictions on lobbyists and a crackdown on favors offered to officials. Some of his initiatives are worthwhile and others problematic. Two additional Spitzer ideas would dramatically reshape Albany....
