In most years, the state's very late primary date, the second Tuesday in September, signals the start of an intense, two-month sprint to the general election. This year, it just continues a six-month interregnum as the lame duck Pataki administration limps through its last few months and the rest of the state awaits a new regime.
Few things have been more certain in New York politics than Eliot Spitzer's election as governor; few things have been less certain than what Mr. Spitzer actually intends to do as governor. True, he has promised fundamental change in his first 60 days in office. Mr. Spitzer can be taken at his word that he will clean house quickly. Democrats are lining up for all the jobs that will become available. Beyond that, little is clear....
